Port State Control Officers observed the incinerator, listed on the IOPP form A section 3.2. for sludge disposal, where piping was removed making the incinerator unsuitable for its intended purpose within the IOPP. Master should review SMS manual regarding OWS and sludge soundings records control, as well as ability for crew to use OCM flushing water to discharge bilge water above 15ppm.
