The main steering gear must be operable from the pilothouse by mechanical, hydraulic, electrical, or other means acceptable to the Commanding Officer, Marine Safety Center. Received a report that the vessel discharged approximately 1 liter of hydraulic fluid into the Delaware River due to faulty starboard z drive due to faulty air pressure regulator. Vsl is restricted prior to movement until the deficiency is resolved, but can test away from the pier in the presence of ABS.

While attempting to get underway to allow room for a barge to be place in between the pier and the vsl. The vsl experienced a loss/ malfunction of its stbd azipod/thruster. Details of fuel oil for combustion purposes delivered to and used on board shall be recorded by means of a bunker delivery note that shall contain at least the information specified in appendix V to this Annex. Each enclosed space entry and rescue drill shall include: checking and use of instruments for measuring the atmosphere in enclosed spaces. A fixed storage tank having sufficiency capacity to recharge at least one power actuating system including the reservoir, where the main steering gear is required to be power operated. The storage tank shall be permanently connected by piping in such a manner that the hydraulic systems can be readily recharged from a position within the steering gear compartment and shall be provided with a contents gauge. The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction of the administration by means of equipment producing hot air at the appropriate temperature. The vessel’s crew did not have means to test the heat detectors in accordance with manufactures instructions. After any survey of the ship under article 14 has been completed, no change shall be made tin the structure, equipment, arrangements, material or scantlings covered by the survey, without the sanction of the Administration.
