The main steering gear must be operable from the pilothouse by mechanical, hydraulic, electrical, or other means acceptable to the Commanding Officer, Marine Safety Center. This gear and its components must give full follow-up control of the rudder. Supplementary steering-gear control not giving full followup may also be provided from the pilothouse. Received a report that the vessel discharged approximately 1 liter of hydraulic fluid into the Delaware River due to faulty starboard z drive due to faulty air pressure regulator. Vessel is required to submit tech report, cause analysis report to ABS, and conduct testing in the presence of ABS surveyor to their satisfaction. Vsl is restricted prior to movement until the deficiency is resolved, but can test away from the pier in the presence of ABS.

Doors fitted in boundary bulkheads of machinery spaces of category A shall be reasonably gastight and self-closing. The fire boundaries in the engine room including the watertight door leading to the tank farm and the fire door leading to the stairwell were found not to be self-closing. A fixed storage tank having sufficiency capacity to recharge at least one power actuating system including the reservoir, where the main steering gear is required to be power operated. The storage tank shall be permanently connected by piping in such a manner that the hydraulic systems can be readily recharged from a position within the steering gear compartment and shall be provided with a contents gauge. The fixed storage tank in the steering gear room was found empty and incapable of being readily recharged form a position within the steering gear compartment. Cite: 74 SOLAS (04 Con.) The function of fixed fire detection and fire alarm systems shall be periodically tested to the satisfaction of the administration by means of equipment producing hot air at the appropriate temperature. The vessel’s crew did not have means to test the heat detectors in accordance with manufactures instructions. After any survey of the ship under article 14 has been completed, no change shall be made tin the structure, equipment, arrangements, material or scantlings covered by the survey, without the sanction of the Administration. The watertight hatches serving as the emergency escape from port and starboard side of the steering gear compartments were no longer water or weathertight.
