During examination, it was discovered that oily bilge water was being discharged overboard through unapproved piping arrangements. Missing portable pneumatic chemical pump was found by a member of the Port State Control team completely submerged in the primary bilge tank. It was tied off to a pipe located inside the tank above the oily water level. Vessel Captain refused to sign.
