Before the ship leaves port and at all times during the voyage, all lifesaving appliances shall be in working order and ready for immediate use. Vessel's port lifeboat battery is non-operational, inhibiting the ability to start and operate the lifeboat. SOLAS 74 (2014 Cons.) Chapter 3 reg. 20.2

Vessel's SMS does not contain reporting procedures for non-conformities as required by SOLAS Ch. 1 Reg 11.C. This non-conformity contributed to the Administration and RO not being notified of the discovery of a non-starting lifeboat. SOLAS Ch IX Reg. 3.1.
