The appropriate load lines on the sides of the ship corresponding to the season of the year and the zone or area within the ship may be, shall not be submerged at any time when the ship puts to sea, during the voyage or on arrival. Vessel's loadline is submerged and did not meet expectations. Vessel did not provide evidence that they were going to consume the proper weight of the fuel and other materials below the point of departure and sea. ICLL 1966 Article 12

PSCO observed damage to the port side bulkhead in No. 1 cargo hold, adjacent to the port anti-heeling ballast tank, which caused the ingress of 1.5 cubic meters of water to be introduced into the cargo hold. Prior to departure, provide class report attesting to satisfactory repairs to damage in No. 1 cargo hold. SOLAS 74(a) 2009 cons. I-11.
