Exhaust blower switches must be located outside of any space required to be ventilated by this section, and must be of the type interlocked with the starting switch and the ignition switch so that the blowers are started before the engine starter motor circuit or the engine ignition is energized. Vessel did not have interlock for starting and ignition switch. Provide interlock with starting switch and the ignition switch for gasoline fuel tank space blowers. 46 CFR 182.460(e)

The employer shall provide an Employee Assistance Program for all crewmembers that includes both education and training on the effects and consequences of drug and alcohol use. Supervisory personnel must receive at least 60 minutes of training. Vessel's O/O is establishing an Employee Assistance Program as part of the company's chemical testing program, but has not completed the program. Provide satisfactory evidence of an Employee Assistance Program. 46 CFR 16.401
