The high level indicating device (rising stick guage) for the #2 starboard cargo tank does not meet the requirements of 46CFR39.2003(b)(1). The magnetic portion has broken from the indicating device's bottom. Vessel is restricted from conducting cargo loading operatations until the stick guage is repaired or replace.
