Resolution: Vessel's electrician repaired light prior to Coast Guard departure from the vessel.
As an alternative to meeting the requirements in 46 CFR 39.1013 (a)(b)&(c), the owner or operator of a foreign flagged tank vessel may submit certification by the classification society that classifies vessels under their foreign flags to the Marine Safety Center. Upon receipt of the certification stating the VCS meets the requirements of this part, the OCMI will endorse the vessel's COC. PSCO observed the vessel wasw unable to provide a valid VCS letter from their classification society. Provide prior to operation of VCS.
