The OCMI will ensure that every tank vessel is of a structure suitable for the carriage of flammable and/or combustible liquids in bulk and for the proper grade or grades of cargo the vessel carries while in service. Vessel reported a small pinhole leak, 1' from port stern, 7" from deck resulting in a small release of cargo. Vessel is to transit to repair facility and conduct permanent repairs of the cargo tank to the satisfaction of TSMS or local Coast Guard Marine inspector.

Resolution: Vsl rep [name withheld] forwarded a picture of the hand rail temp repair. Hand rail was repaired with a piece of pipe over the broken hand rail with epoxy to safely secure until permanant repairs can be completed.
Provide satisfactory documentation to OCMI Houston/Galveston that this vessel has operated in fresh water service at least 6 of the last 12 months. If the vessel has not been operated in fresh water service at least 6 of the last 12 months or satisfactory documentation cannot be provided, the vessel will be required to be inspected IAW the salt water intervals prescribed in 46 CFR 31.10-21(a)(1)
