Gas detection equipment should be designed that it may readily be tested and suitable equipment for this purpose should be carried on board. PSCO were unable to witness satisfactory test of the ship's fixed gas detection system. During testing PSCO's witnessed 13 out of 17 sampling points that had readings of between 5% - 10% LEL for NH3. When introducing span gas of NH3 with a balance of nitrogen, LEL reading raised to 100% even though span gas is 5% NH3 by volume with a balance of nitrogen.

Gas detection equipment acceptable to the administration and suitable for the gases to be carried should be provided in accordance with column F in the table of chapter 19. Ships fixed system does not measure NH3 PPM. Ships enclosed space entry permit requires PPM readings taken less than 50% TLV of specified cargo. Ships crew provided they enter the space with their personal gas meter. Both the fixed gas detection and personal gas meter does not protect the crew from entering a space so as not to be exposed from the TLV of product that is being carried onboard.
