A towing vessel must carry adequate and up-to-date charts, maps, and nautical publications for the intended voyage, including:(1) Charts, including electronic charts acceptable to the Coast Guard, of appropriate scale to make safe navigation possible. Did not have the up to date version of Rose point or up to date charts.

Navigational safety equipment such as radar, gyrocompass, echo depth-sounding or other sounding device, automatic dependent surveillance equipment, or navigational lighting that fails during a voyage must be repaired at the earliest practicable time. 2 yellow towing lights were non operational.

Nonmetallic flexible hose is acceptable if it:(i) Is used in lengths of not more than 0.76 meters (30 inches); Generators have flexible fuel hoses that are too long.

Machinery and electrical systems must be designed and and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions.

(a) This regulation applies to all towing vessels covered by this subchapter. The drydock examination must be conducted while the vessel is hauled out of the water or placed in a drydock or slipway. The Coast Guard inspector or surveyor conducting this examination must: (1) Examine the exterior of the hull, including bottom, sides, headlog, and stern, and examine all appendages for damage, fractures, wastage, pitting, or improper repairs; Port rudder bearing clearance. Port and STBD shoe cracks. Hole in between BHD in stern wrap. Thru Hull penetrations in engine room missing fire stop. FWD BHD,Main Deck missing ball vent. STBD, BHD, maindeck flame screen missing.

The master must ensure that all lifesaving equipment is properly maintained and ready for use at all times. Life Rings: STBD 01 deck missing plug and rotted line, Port 01 deck rotted line, STBD crows nest rotted line, Main deck aft water logged and rotted line.

Each towing vessel must perform the applicable tests in Table 143.245(b) of this section. No documentation of testing of Pressure vessel relief valves.

All seals and gaskets must be properly maintained to prevent leaks of flammable or combustible liquid, Port Generator, excess oil and dirt in and around rear main seal and guard.

Piping and tanks exposed to the outside of the hull must be made of metal and maintained in a leak free condition. Coolant piping for the wench motor had a leak, which was repaired with a temporary patch.

If a vessel that is already measured is to undergo a structural alteration, a change to its service, or if the use of its space is to be changed, a remeasurement may be required. Vessel has documentation stating that it is 108 gross tons. Vessel owner rep is requesting to have vessel certificated with 98 gross tons. 46 cfr 69.19

A Certification of Documentation is required for the operation of a vessel in certain trades, serves as evidence of vessel nationality, and permits a vessel to be subject to preferred mortgages. Vessel has requested a COD that has not been approved. 46 CFR 67.1

hen designating a permitted route or imposing any operational limits on a towing vessel, the cognizant OCMI may consider; the performance capabilities of the vessel based on design, scantlings,stability, subdivision, propulsion, speed, operating modes, maneuverability, and other characteristics. Owner rep needs to provide evidence that vessel has safely operated on an oceans route in the past.
