Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported loss of propulsion on port engine. Vessel is authorized one-time transit from current location near MM 165.1 to James Marine near MM 125 in Hahnville to determine scope of damage and complete repairs. Provide TPO report to Coast Guard Marine Inspector attesting to proper repair and operation prior to vessel movement from James Marine. 46 CFR 143.205(a)
