Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. PSCO noted that the starboard lifeboat, which is also the rescue boat, was lowered and could not be recovered with the hydraulic winch. Hydraulic winch was last tested on 11APR2020. Resolution: After receiving and reviewing survey statement from DNV-GL attended the vessel and witnessed 3 operational tests of the davit with rescue boat from the cradle to the waterline with no issues. Cleared deficiency.

Fire-fighting systems and appliances shall be kept in good working order and readily available for immediate use. PSCO noted that two quick-closing valves for the starboard HFO fuel tank in the engine room were completely disconnected from the pneumatic closing system and thus preventing proper operation. Last maintenance of quick closing valves was conducted 27FEB2020. (74 SOLAS 14 II-2/14.2)
