(a) Electrical equipment and installations must be suitable for the roll, pitch, and vibration of the vessel underway. Battery covers and straps were not in place. 46 CFR 183.220

(a) A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station, stating the following: Discharge of Oil Prohibited. The Federal Water Pollution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States, or the waters of the contiguous zone, or which may affect natural resources belonging to, appertaining to, or under the exclusive management authority of the United States, if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment. Vessel did not have the above placard installed. 46 cfr 155.450

A vessel on which a pre-engineered fixed gas fire extinguishing system is installed must have the following equipment at the operating station: A means to reset devices used to automatically shut down ventilation systems and engines as required by paragraph (a)(3) of this section. Blowers in fuel space did not re energize upon activation of override switch. 46CFR181.420(b)

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Operator did not have hydrostatic release unit on-board. 46CFR180.64

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. Fisrt aid kid does not have analgesic medication – 48 doses minimum, and burn preparations – suitable for at least 12 applications. 46CFR184.710

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Placard identifying the quantity of child sized life jackets stored was missing. Install a placard.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew and other persons and the vessel from electrical hazards. Dead-end wire, located next to the VHF Radio, was not properly terminated. Properly terminate wire.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: U.S. Coast Pilot, tide tables and current tables. The above publications were from 2022. Updated publications were placed on the vessel.

Vessel's safety radio telephony certificate was expired. Renew radio safety telephony certificate.

Vessel's first aid kit had expired medicine in it. Renew all expired items in first aid kit.

The NOAA registration for the EPIRB was expired. Renew EPIRB NOAA registration.

Vessel's installed horn was inoperable. Repair installed horn or provide another sound signaling device.

Set up Radio with MMSI# and DSC before using

Replace battery in life ring buoy light and properly install line from light to buoy as per 46 CFR 180.70(d)

Prior to carrying passengers conduct drills with CG inspector while underway.

Install heat shield on fuel filter.

Conduct man overboard drills prior to carrying passengers.

Conduct emergency drills in the presence of a CG marine inspector.
