(1) a system meeting the requirements of 46 CFR 39.2007... must be equipped with an intrinsically safe high-level alarm and tank overfill alarm. The high level and overfill alarms were in op. Trouble shoot and repair to the satisfaction of the CG before carrying cargo that requires vapor.

Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown station... The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine. The engine did not start due to dead batteries and the OCMI was unable to test the emergency shutdown. Make repairs and prove the operation of the emergency shutdown to the satisfaction of the CG prior to operating the machinery.
