Prior to getting underway, the master or officer in charge of a navigational watch of the vessel must examine and test the steering gear, signaling whistle, propulsion control, towing gear, navigation lights, navigation equipment, and communication systems of the vessel. This examination and testing does not need to be conducted more than once in any 24-hour period. While attempting to assist the ITV DENNIS C BOTTOROFF & ITV SIR BARTON, the ITV JEAN LAFITTE hit the ITV DENNIS C BOTTOROFF. Directly after the ITV JEAN LAFITTE hit the ITV DENNIS C BOTTOROFF, the ITV JEAN LAFITTE lost their generator and port and starboard steering pumps. Provide satisfactory report to the Coast Guard to identify root cause of loss of generator power and loss of port and starboard steering pumps. Prove proper operation of generator and port and starboard steering pumps via tech report or port engineer report to the satisfaction of the Coast Guard prior to movement.
