33 CFR 156.20(n) requires the "Discharge containment required by 33 CFR 154.530, 155.310, and 155.320 to be periodically drained to provide the required capacity." During in-service inspection (transfer monitor), found barge's port/starboard manifold drip trays to be full of ice; rendering the containment systems ineffective. The PIC noted this discrepancy on the Kirby internal 'barge pre-transfer checklist'. Vessel is required to remove the ice from the port/starboard drip trays, prior to the next cargo operation.
