In addition to emergency power sources required, each self propelled vessel must have at least two electric generating sources. Vessel starboard generator breaker is inoperable and is unable to provide power to vessel.

The material, design, construction, workmanship, and arrangement of main propulsion machinery and each of auxiliary directly connected to the engine and supplied as such, must be at least equivalent to the standards established by the ABS Steel Vessel Rules, except as otherwise provided by this chapter. The installation of all lifesaving appliances and arrangements must be in accordance with subchapter W (Lifesaving Appliances and Arrangements) of this chapter. Five (05) life rings throughout the vessel were not ready for immediate use, including improper stowage, lines of improper lengths, worn inspection plugs, and placarding inconsistent with the lifesaving plan. Vessel crew made corrections to the satisfaction of the attending MI. 46 CFR 96.06-1

Propulsion machinery must be maintained to ensure proper operation. Vessel experienced a reduction in propulsion, due to a high reduction gear temperature alarm on the port main engine, while departing the Port of Tampa. 46 CFR 143.205

he master, owner, operator, agent or PIC of a vessel equipped with ballast tanks that operates in waters of the United States, must employ 1 of the following methods: Alternative Management System (AMS), that meets the requirements of 33CFR151.2026 of this subpart, may also be used, so long as it was installed prior to the date that the vessel is required to comply with the Ballast Water Discharge Standard (BWDS) in accordance with 33CFR151.2035(b). Vessel conducted untreated empty refill exchange after compliance date listed in 33CFR151.2035(b). Vessel must conduct a treated ballast exchange outside of 12nm utilizing their AMS prior to discharging ballast in US waters.

Found nonmetallic expansion joints deteriorated, on MDEs and generators, directed replacement.

Thermostatic Valve not operating properly.

Provide tech report to Sector New Orleans addressing proper repair/operation of the port generator and ability to parallel with the stb generator. Prior to departure from port.

Make repairs. Replace starboard SSDG breaker and prove proper operation of the starboard generator to parallel and operate reverse power relay.

Provide proof of bench testing/replacement of air receiver relief valves.

Provide evidence that the main propulsion machinery is operating as designed prior to departure IAW 46CFR58.05-1.

Provide a standard discharge connection for the bilge system out on the main deck, IAW 46 CFR 56.50-50.

Provide flame shields for the fuel filters located in the engine room, IAW 46 CFR 56.50-65, with a class report.

Provide proper relief valves fro the Air Recievers that are speific to the MAWP, IAW 46 CFR 54.15(g) by 30 Apr 2011, with a Class Report.

Provide proper repair to the rubber seals/gaskets on the ventilation closures out on the main deck on both Port and Starboard, IAW 46 CFR 111.103, within 7 days of this inspection.
