Machinery systems must be maintained to provide for the safe operation of the towing vessel; MI noted secondary fuel filter bracket on Port main engine was missing and fuel block with screw on housing was wire tied to engine. Block and filter assembly were not secured and protected from chaffing caused by vibration. 46 CFR 143.205(a)

Deck drain pipe corroded through which allowed for the ingress of fuel which went overboard. Crop and renew deck drain or remove system. 46 CFR 140.655(b)

Resolution: Deck-drain was removed from vessel and holes were properly inserted on the port side hull.
