Each towing vessel equipped with rudder(s) must have a means to monitor and control the position of the rudder(s) at each operating station. Vessel did not have a means to monitor the rudder position from the AFT operating station. Make repairs to the satisfaction of attending Coast Guard Marine Inspectors. 46 CFR 143.225(b)

The master must ensure that all hatches, doors, and other openings designed to be watertight or weather-tight function properly. Ensure proper sealing of the port fire ax room and port galley water-tight hatches. 46CFR140.610(b)

Electrical components that pose an electrical hazard must be in an enclosure. STBD main engine metering panel missing two block off plates. Also, junction box missing for electrical wires in machinery space FWD of fuel tank. Lastly, breaker blank off cover missing on main switchboard. 46CFR143.400(g)

Electrical systems and equipment must function properly and minimize failures and fire and shock hazards. Ensure proper function of #1 generator wattmeter. 46CFR143.400(a)

Auxiliary generator must be equipped with the following gauges: oil pressure and RPM. Auxiliary generators missing RPM gauge. 46CFR143.230(c)(3)

A 40-B portable fire extinguisher must be located near the storage room or cabinet. Flammable locker was missing extinguisher. 46CFR142.225(d)

Electrical connections must be suitably installed to prevent them from coming loose through vibration or accidental contact. Replace wingnuts from battery bank behind pilot house with permanent locking nuts. 46CFR143.400(e)

Each escape hatch and emergency exit used as means of escape must be marked on both sides in clearly legible letters at least 2" high: "EMERGENCY EXIT, KEEP CLEAR." Replace missing emergency exit signage throughout vessel. 46CFR144.160(f)

All life jacket containers must be marked in block capital letters and number with the minimum quantity of the life jackets stowed inside. Replace missing life jacket signage to include number of life jackets.46CFR141.340(h)

Personnel dispatched from the vessel or that are working in an area on the exterior of the vessel without rails and guards must wear a lifejacket meeting requirements in 46 CFR 141.340, an immersion suit meeting requirements in 46 CFR 141.350, or a work vest approved by the Commandant under 46 CFR subpart 160.053. When worn at night, the work vest must be equipped with a light that meets the requirements of 46 CFR 141.340(g) (1). Work vests may not be substituted for the lifejackets required by 46 CFR part 141. Work vests onboard vessel were not of the approved type (46 CFR subpart 160.053). Either provide work vests of the approved type or utilize lifejacket/immersion suit as stated above. All non-approved type work vests must be removed from the vessel. Rectify deficiency within 14 days and provide proof of procurement and removal from vessel via e-mail to attending Marine Inspector.

Towing vessels must be equipped with an illuminated magnetic compass. Magnetic compass is not showing correct direction. Repair/replace magnetic compass to show correct direction. Rectify deficiency within 30 days via e-mail to attending Marine Inspector.

Each towing vessel must be equipped with navigation lights, shapes, and sound signals in accordance with the International Regulations for Prevention of Collisions at Sea (COLREGS) or 33 CFR part 84 as appropriate to its area of operation. Multiple navigation lights were inoperable. Repair/replace within 14 days with picture of working lights and description of repair via e-mail to attending Marine Inspector.

Each lifebuoy on a towing vessel must be approved under approval series 160.050 or 160.150. Starboard and main deck lifebuoy's had wasted grab-lines. Replace/repair as per manufacturer specifications within 14 days. Provide pictures of repaired/replaced grab-line and description of repair via e-mail to attending Marine Inspector.

The hull of each documented vessel must be marked as required by 46 CFR 67. The name of the vessel must be marked on some clearly visible exterior part of the port and starboard bow and the stern of the vessel. Vessel's name is not marked on the stern of the vessel. Ensure the name of the vessel is marked on some clearly visible exterior part of the stern of the vessel. It must be made in clearly legible letters of the Latin alphabet or Arabic or Roman numbers not less than four (4) inches in height. If used, name boards must be rigidly attached. Provide pictures via e-mail to attending Marine Inspector.
