A main source of electrical power of sufficient capacity to supply all those services mentioned in the regulation 40.1.1 shall be provided. This main source of electrical power shall consist of at least two generating sets. PDO received a report the vessel had lost #1 and #3 generators while offshore of Charleston. This presents an unnecessary risk to the port, therefore, the vessel is required to have assist tug(s) of sufficient size and horsepower for any movements within the COTP zone.
