The master of the vessel for which a load line certificate has been issued shall be responsible for the maintenance of such certificate on board such vessel and for compliance with its terms and conditions. The load line certificate issued by ABS on September 22, 2022 allows the vessel to be operated using the Loading Manual approved by ABS on August 2, 2012 or the CargoMax for CHARLESTON Version 2.00, Build 2.00.1111, dated September 5, 2013. The CargoMax database, serial # 2012-00304 does not match the build number or date listed on the load line certificate. The vessel is restricted to using the ABS approved Loading Manual until the CargoMax build and date match the terms and conditions stated on the load line certificate. 46 CFR 42.09-1(c)

Each barge equipped with an anchor, to comply with 33 CFR 155.230(b)(1), must be fitted with an operable anchoring system that includes a cable or chain, and a winch or windlass. In reference to Marine Casualty, the CHARLESTON'S anchor and chain were separated. CHARLESTON shall replace the lost anchor and chain and report repair to Coast Guard before departure.
