Ship's crew was unable to demonstrate proper operation of the #1 Steering Gear Pump. The pump was unable to start in the local position, mode 3. Ships crew to make necessary repairs to steering pump #1 so that the pump maybe started locally in the emergency steering space. The pump must be repaired and proper operation verified to the satisfaction of an attending Class Society Surveyor.

Resolution: Obtained a survey report from ABS clearing the deficiency. A new change-over switch has been fitted to the #1 steering gear motor starter and tested in all three positions and found to be satisfactory.
