For a Coast Guard-approved vessel VCS that began operating on or after July 23, 1990, the tank vessel owner operator must submit plans, calculations, and specifications to the MSC for review and approval before modifying the system. While attending vessel for COI the Pressure-Vacuum valve installed did not coincide with the specifications listed on the vessels VCS Planned Review Information Sheet (PRIS). The installed P/V valve had settings of 3.0psi on the pressure and 0.5psi on the vacuum sides. The approved VCS PRIS listed setting of 3.0psi on the pressure and 3.0psi on the vacuum sides. The Owner operator needs to align P/V valve to the satisfaction of Marine Inspector. 46CFR39.1013(b) 701C
