Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal emergency conditions. Vessel experienced an oil leak on the starboard engine's turbo's hot side. Oil leaked onto starboard engine, crew secured engine. Prior to movement identify the cause of the leak, correct oil leak, and provide a technician's report attesting to the repairs and satisfactory test. Additionally, provide a Survey of both engines to include control systems and reduction gears. 46 CFR 143.205(a)

"The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency conditions." Upon discussion with the vessel master regarding an allision at 1300 this day between a barge being pushed by the LAURA RODGERS and other moored barges, it was made aware the vessel experienced a loss of its port main engine at 0900 this day, and continued operations throughout the day without conducting repairs and without making proper marine casualty notifications to the USCG. Conduct proper repairs and prove proper operation of the port main engine, prior to movement. 46 CFR 143.205(b)
