The Coast Guard recorded this vessel and the following in the same
inspection activity — normally a tug and the barges in its tow. A recreational or
unclassed hull in the same activity is held and not published, so it does not appear

Engine Room and any other area where background noise makes a general alarm hard to hear, a supplemental flashing red light. Marine Inspector observed engine room and generator room did not have any red flashing light and did not have General Alarm signs. Require vessel to correct alarms and have Coast Guard Marine Inspector observe.

The drydock examination must be conducted while the vessel is hauled out of the water or placed in a drydock or slipway. An Internal structural examination required by this part may be conducted while the vessel is afloat or while it is out of the water. Marine Inspector found overdue drydock and internal examination during administration audit. Previously, the vessel was issued shortened drydock and internal interval date due to shell plating damage. Vessel owner/operator is required to have drydock & internal exam conducted by the Coast Guard inspector. MISLE ref# [withheld]

Resolution: Informed vessel's owner/operator the COI is currently invalid and cannot operate under subchapter M. Vessel o/o is actively seeking DD location for the vessel and plans to submit CG-3752 for COI-initial inspection.
An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that either: (b) The vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by either the OCMI, or TPO engaged to perform an audit or survey. The vessel has a hole in the side shell plating near starboard side main deck, deteriorated/broken structural members, and deteriorated doubler/previous repairs in the forepeak. Vessel is required to immediately repair the hole prior to operating and insert/repair structural members within 30 days. Vessel will be required to drydock by 28FEB2023 to conduct permanent repairs to the deteriorated doubler.

The following alarms must be provided: (6) Low hydraulic steering fluid levels. Vessel does not have a low hydraulic level alarm installed for the steering system. Install alarm and demonstrate proper operation prior to operating.

Vessel's semi-portable fire extinguisher has not been serviced IAW regulation. Provide servicing report to the satisfaction of CG marine inspector.

All owners and operators of an existing towing vessel must have a valid COI prior to the specified phase-in period. This vessel is one of the associated fleet that has not obtained a valid COI. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60 (Rectify deficiencies prior to movement) and the vessel may no long be permitted to operate.
02Nov21: Vessel was required to complete an inspection prior to 01Nov21. Vessel did not complete an inspection by the deadline. Code has been changed to 60 (Rectify deficiencies prior to movement). Vessel must submit a CG-3752 and complete and inspection prior to movement.
