Protective clothing of material to protect the skin from the heat radiating from the fire and from burns and scalding by steam. The outer surface shall be water-resistant. Whenever a defect is discovered which affects the safety of the ship or the efficency of other equipment, the master shall report at the earliest oppertunity to the administration or recognized organization responsible for issuing the relevant certificate who shall investigate.
