The pressure vacuum relief valve shall be of a type and size approved by the Commandant for the purpose intended. Pressure-vacuum relief valves may be inspected and tested at the plant of the manufacturer. An inspector may conduct such tests and examinations as may be necessary to determine compliance with this specification. ERL requires pressure-vacuum valves to be tested on an annual basis and certified at five year intervals. Vessel representative was unable to provide documentation that the pressure-vacuum valves had been certified/serviced in the last five years. 46 CFR 32.20-5 46 CFR 162.017-4

Closed gauging sight glass on the #3 port cargo tank was missing pin retaining the glass wiper causing vapor to leak from cargo tank. The #1 starboard cargo tank gauging sight glass wiper pin was very loose and was nearly missing which would cause vapor to leak from cargo tank.

Resolution: The #1 starboard and #3 port cargo tank closed gauging devices were replaced with new closed gauging sight glasses.
