Cargo high level alarms and tank overfill alarms were non-operational during the annual inspection, and was unable to be tested. Prior to loading cargo, demonstrate proper operation of cargo high level alarm and tank overfill alarm to the satisfaction of the attending Coast Guard Marine Inspector.

Barge has developed pin hole leak on the Thermal Fluid Heater main expansion tank. Barge is restricted from loading or discharging any cargo that requires the use of the Thermal Fluid Heater. Barge is authorized to move from Joliet, IL to Lemont, IL for repair. If welding repair conducted IAW manufacture procedure is done. Hydrostatic test will be conducted in presence of attending Marine Inspector. If the TFH unit is replaced, All alarms and shutdowns will be tested to the satisfaction of the attending Marine Inspector. If expansion tank is replaced, TFH must be operationally tested to the satisfaction of the attending Marine Inspector.

Resolution: The wrong barge # was provided by Company Rep and received an CG 835. The ATC 3402 was the barge with damage and that dmg has been repaired. This inadvertent deficiency is cleared.
