When conducting an examination of a towing vessel, the surveyor must determine whether any defect, deterioration, damage, or modifications of the hull and related structure and components may adversely affect the vessel's seaworthiness or suitability for its route or service. Operator reported a hull fracture in the forward hydraulic room due to suspected impact with ice. Repair to the satisfaction of an attending Marine Inspector. The vessels TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10. 46 CFR 137.325
