Machinery must be designed and maintained to provide safe operation of the towing vessel under normal and emergency conditions. Vessel reported an unusual vibration emanating from port propulsion shaft. Port propulsion unit has been secured, reducing the vessel's propulsion capability for towing operations. Repair port propulsion unit/shaft to the satisfaction of TPO prior to towing operations. Vessel is authorized transit light boat to JMI Shipyard in Hahnville, LA for repairs. 46 CFR 143.205

Vessel must be free of defects that reduces its effectiveness, is suitable for the service intended and functions safely in a manner consistent for the vessel type, service and route. Vessel crew discovered fuel oil in ballast tank. The likely cause is a breach to the shared bulkhead between the ballast tank and the fuel storage tank. Vessel is to procede to drydock facility in Westcliff where damage survey and necessarry repairs are to be made to the satisfaction of the vessel's Third Party Organization (TPO), Towing Vessel Inspection Bureau (TVIB). TVIB is required to provide Coast Guard Sector Lower Mississippi River with objective evidence that vessel is fit for route and service.
