Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Major fuel leaks discovered on port main engine from the governor, starboard generator from the secondary fuel filter and from the stripping valve on the fuel tank centerline. Repair all fuel leaks.
