Each towing vessel must have a reliable means to provide notification when an emergency condition exists or an essential system develops problems that require attention. Alarms must be visable and audible at each operating station. Vessel's alarms did not work consistantly through out testing. Alarms were not identified at the operating station properly. Correct alarms to ensure that the notifications are properly identified, audible and visual at all times.
