An existing vessel may be deemed by the OCMI to be in compliance with the subpart provided that the vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to bee questioned by the OCMI. A Coast Guard inspection of the forward shaft ally bilge was conducted in relation to a report of flooding. The bottom of the forward bulkhead was observed to be crushed centerline with no apparent hull plating insets, multiple transverse frames were found tripped, the out of service bottom channel cooler-plating under the forward cooper-bearing pedestal was found crushed, both longitudinal swash bulkheads were found detached from bottom plating, and a vertical frame attached to the forward bulkhead (in the E/R) was found cracked. Theses items indicate a Class 1 Structural Failure. Submit a structural analysis and permanent repair procedure to MSU Vicksburg and ABS and make permanent repairs to the satisfaction of the USCG OCMI and TPO prior to returning to commercial operations.

A vessel must be operated IAW applicable laws and regs and in such a manner as to afford protection against hazards to life, property, and the environment. There is significant wastage throughout the entire forward shaft alley and portions of the pump room bilge. The bottom channel-cooler plating (deleted system) is holed in many places posing a flooding hazard, there is significant pitting/wastage on the #5 Stbd Fuel oil tank where the inboard bulkhead meets the bottom plating and several longitudinal/transverse frames and bulkheads are wasted where they meet the deck. Provide a 3rd-party survey and make proper repairs to the satisfaction of the USCG OCMI and TPO prior to returning to commercial operations.
