Any tank vessel which is equipped with an internal combustion engine driven cargo pump shall be provided with a minimum of one remote manual shutdown; so as to provide a quick and effective means of stopping the engine. During COI inspection the engine was without a fuel return line; leaving the inspector unable to test the safety of the engine or emergency shutdown while the engine was running. Demonstrate effective emergency shutdown while engine is running prior to utilizing internal combustion engine onboard barge.

Resolution: It was discovered that newly installed fuel hoses were installed backwards causing pressure in fuel lines, pushing filter cap and "O" ring out; allowing fuel to leak from filer. Fuel lines & filter ring was re-installed and engine was tested. All sat.
