07113 - Each towing vessel must have either a self-priming, power driven, fixed fire pump, a fire main and hoses and nozzles. The vessel reported a failure to their main fire pump. 46 CFR 142.325, 17 a The vessel's TPO has the option to clear this deficiency with notification to the local OCMI within 72-hours in accordance with CG-CVC Policy Letter 17-10.

46 CFR 143.205{c): Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems must: (1) be maintained to ensure proper operation; (21 be suitable for route and service; and (3) have suitable propulsion controls to provide the operator full control at each operating station. The port main engine lost propulsion. The TPO, TVIB, is authorized to review and accept repairs and tests in accordance with CG-CVC Policy Letter 17-10. TVIB must provide Sector Lower Mississippi River with objective evidence that proper repairs were made and all tests conducted satisfactory.

The design of the system and its installation on the towing vessel is certified and inspected by a registered professional engineer with experience in fire-detection system design, by a technician with qualifications as a National Institute for Certification in Engineering Technologies (NICET) level IV fire alarm engineering technician, or by an authorized classification society with equivalent experience, to comply with paragraphs (a)(1) through (6) of this section. Provide proof that the current arrangement of the fire detection system to include all newly installed components is certified and inspected by a registered professional engineer with experience in fire-detection system design, by a technician with qualifications as a National Institute for Certification in Engineering Technologies (NICET) level IV fire alarm engineering technician, or by an authorized classification society with equivalent experience. The certification letter must include verification that the fire-detection system as a whole with the new detectors installed, meets the requirements of 46 CFR 142.330(a)(1) thru (6).

Propulsion Machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment must be maintained to ensure proper operation and be suitable for route and service. Two way valve on steering pump failed. Replace/Repair IAW company TSMS. Objective evidence attesting to root cause & satisfactory repairs must be submitted to TPO. Vessel was backing out of the IMT South slip with one barge in tow when it experienced a loss of propulsion to port engine. Determine the cause for the failure and make permanent repairs to the satisfaction of attending Coast Guard Marine Inspector prior to departing IMT Facility. 46 CFR 143.206
