The
spring-loaded tabs fail to spring back,(return to closed position) after depressing to secure snap hook in place. Renewal required for all affected Lot #'s. Vessel has 17 serviceable adult life jackets, therefore passenger count shall be reduced from 21 to 17 adult passengers until affected life jackets are replaced with serviceable Type 1 life jackets. 46 CFR 176.808(b)
