The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems. Vsl reported a marine casualty, loss of propulsion on the stbd main engine; stbd main engine requires replacement. Vsl is permitted to transit light boat to Maine Ironworks in Houma, LA to effect repairs with the following restrictions: 1)Daylight Transit Only 2)Sufficient crew to make periodic rounds of the engine room 46 CFR 143.205(b)

Resolution: MSU Houma conducted damage survey/deficiency check to verify installation and operation of new starboard main engine. Witnessed operational test pier side and oil pressure alarm. Clutched in engine and applied thrust forward and aft. All found sat.
