The master must ensure that all hatches, doors, and other openings designed to be watertight or weather tight function properly. 02 weather tight doors were found unable to seal due to missing portions of the gasket. Deficiency corrected during inspection.

The crew of each towing vessel must demonstrate the ability to operate the primary and auxiliary machinery and electrical systems for which they are responsible, and to do so under normal and emergency procedures. Vessel suffered a loss of steering in the vicinity of Greens Bayou. Prior to movement, vessel shall make permanent repairs, provide technical report to the USCG and demonstrate the proper operation of the steering system to the satisfaction of the attending Coast Guard Marine Inspector.
