An existing vessel may be deemed by the OCMI, or TPO, to be in compliance with this subpart provided that the vessel has been both in satisfactory service insofar as structural adequacy is concerned and does not cause the structure of the vessel to be questioned by the OCMI. Marine Inspectors witnessed numerous structural damages to vessel. Vessel will not be permitted to work under commercial work or work under the previously issued Certificate of Inspection until structural areas of concern have been addressed and satisfactorily been inspected by qualified Coast Guard Marine Inspector.

03107 - Doors - Closure devices must be provided for deckhouse or hull penetrations, which open to the exterior of the vessel and which may allow water to enter the vessel. These devices must be suitable for the expected route. Worn gaskets were identified on the Port and Starboard doors leading into the engine. Vessel is required to repair door gasket to the satisfaction of our office.

All bilges and void spaces are kept free from accumulation of combustible and flammable materials and liquids insofar as practicable. Vessel has excessive oil accumulation and oil soaked sorbent material throughout engine room bilges and an active oil leak on a pipe coupling just forward of the port main engine. Clean engine room bilges and secure leak to the satisfaction of an attending CG marine inspector prior to operating.

The vessel's port bridge wing lifebuoy and port quarter lifebuoy were found in an unserviceable condition. Additionally, only one lifebuoy had a light attached and all lifebuoys had lifelines attached. Provide four or more serviceable lifebuoys (total), at least two with floating electric water lights, at least one with a lifeline and at least one without a lifeline attached.
