Lifeboat weekly checks per vessels SMS included checks for proper cooling of the engine. PSCO observed both lifeboats with empty coolant reservoirs (see def#3). Weekly check last completed was signed "Found Satisfactory" by engineers(ETO). SOLAS 74 (2020) IX/3.1 ISM Code 10.1

Resolution: Vessel provided proof of training conducted 10JUN2025 for proper weekly lifeboat inspection procedures.
If there is a valid international load line certificate on board the ship, such control shall be limited to the purpose of determining that: the position of the load line of the ship corresponds with the certificate. PSCO observed a different load line on hull. Vessel's master confirmed operation under a load line certificate that included TF, F, and W load lines. Only S and T were observed on the hull. Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Cooling reservoirs on both starboard and portside lifeboats were empty. Coolant was found in bilges of both lifeboats. J/W pump on STBD lifeboat damaged. 74 SOLAS(2020) III/20.2

Resolution: Vessel crew replaced damaged equipment and refilled cooling reservoirs. Vessel ran STBD Lifeboat for 5 mins with PSCOs in attendance with no issues.
The certificates referred to in this regulation shall be issued or endorsed either by the administration or by any person or organization authorized by it. Cargo ship safety equipment and cargo ship safety construction certificates were not properly endorsed. Place and signature fields were empty. 74 SOLAS (2020) I/12(1)

The inert gas system shall be capable of inerting, purging and gas-freeing empty tanks and maintaining the atmosphere in cargo tanks with the required oxygen content. There is a crack in the jacket water cooling for the IGG burner, making the system inoperable. Repairs must be completed prior to conducting cargo operations.
