Issued 21 February 2024 Resolved
Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Marine Inspector (MI) observed multiple locations on the raised trunk of the tank barge that exhibited heavy corrosion (over 25% wastage) specifically on the weld seams of previous repairs. Non-Destructive Testing (NDT) technician's gauging report provided on 22FEB2024 confirms such wastage percentage is evident. Vessel may operate until October 31st, 2024, with the restriction that the cargo tanks may not be loaded above the bottom plane of the expansion trunk, with a 9 ft. 9 in. innage. Vessel shall also arrest the corrosion of all areas above 25% wastage to prevent from extending any further. Vessel shall conduct NDT in the form of phase array ultrasonic testing (PAUT) in the presence of a MI for all areas addressed by him/her at time of re-inspection by 31OCT2024. 46 CFR 32.60-1

All safety and relief valves for use on piping systems shall be designed to meet the protection and service requirements for which they are intended and shall be set to relieve at a pressure which does not exceed the “maximum allowable working pressure” of the pressure piping system. Safety relief valve (SRV) on air piping system has not been tested since 2019. Vessel shall have SRV tested in accordance with its intended use at a service facility to ensure its proper set point. 46 CFR 54.15-10
