Any Tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum one remote manual shutdown station. During remote shutdown testing of cargo pump prime mover #3 the pull cable assembly was discovered severely blocked conduit restricting the free movement of the pull cable. Similar conditions were discovered on both #1 and #2 during testing.
