ITV MOUNTAIN STATE reported the port rudder was not operating and may be jammed or missing. Each towing vessel must have a means to monitor and control rudder angle and direction of thrust. Vessel shall proceed to shipyard for permanent repairs.
Action required: 15 - Rectify deficiencies by next port
