When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be in accordance with the regulations in effect for new construction insofar as possible. IAW D8/D9 TBSIP Guide, on 29SEP2024, vessel reported pin hole leaks in cargo tank top. Vessel permitted one-time transit from current docked position at mile marker 140 to repair facility at mile marker 106, under conditions set forth in the submitted plan, to conduct repairs. If the marine chemist requires the tank to be cleaned prior to repair, the vessel may make the transit to Delta Cleaning at MM 125 and back to the repair facility at mile marker 106. Permanent repairs shall be completed prior to on load of cargo to the satisfaction of attending CG Marine Inspector.

While conducting thermal fluid test procedures spot check, the high temperature limit control (fail safe) was found jumped using a wad of paper placed inside the limit switch control box. The paper wad prevented the proper travel of the switch arm used to initiate system shutdown during excessive heat conditions of the thermal fluid.
