If the installed BWMS required by this subpart stops operating properly during a voyage, or the vessel's BWM method is unexpectedly unavailable, the person directing the movement of the vessel must ensure that the problem is reported to the nearest COTP. Vessel failed to notify the nearest COTP their BWMS was non-operational.

Hydraulic power-operated steering gear shall be provided with the following: a fixed storage tank having sufficient capacity to recharge at least one power activating system including- the resevoir , where the main steering gear is required to be power operated. PSCO observed reserve hydraulic oil tank was not filled to the required capacity.
