Vessel lost propulsion due to an oil leak on main engine. Vessel prohibited from movement until engine has been repaired and operationally tested in the presence of a Coast Guard marine inspector. 46 CFR 143.205(c)(1)

Resolution: Attended the vessel and witnessed operation of the PALAOA's propulsion engine at idle and satisfactory inspected the repairs to the cracked oil pressure copper pipe.

Fuel shut off are required to stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. the vessel is equipped with a port and starboard fuel shut off. The starboard fuel shut off does not completely close. Repair the starboard fuel shut off so it closes and stops the flow of fuel.

The vessel needs to all navigational lights operational. The vessel has 3 all-round lights in a vertical line where they can best be seen. The highest and lowest of these lights shall be red and the middle light shall be white. The vessel's highest light is inoperable. Repair or replace the the highest hight in the vertical configuration.
