On ships carrying flammable or toxic products or both, a water spray system for cooling, fire prevention and crew protection should be installed to cover cargo manifolds, store rooms coontainning high risk fire items and boundaries of cargo compressor and boundaries of deck houses.
multiple nozzles were clogged and not providing adequate coverage over the port cargo manifold, paint locker bulkhead, port side compressor room bulkhead, and AFT side of PSA nitrogen room, crew conducted cleaning and flushing of Deck water spray pipes.

The Master, owner, operator, agent, or PIC of any vessel equipped with ballast water tanks that operates in the waters of the United States must maintain a BWM Plan. The Plan must include actions for implementing mandatory BWM requirements and practices.
Currently, vessel does not have an installed and approved BW treatment system nor does the onboard ballast management plan address not conducting ballast water exchanges within U.S. waters.
