Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. The vessel experienced a reduction in propulsion on the starboard main diesel engine. Vessel permitted a one time assisted transit dockside and is required to enact permanent repairs to the satisfaction of the TPO and submit a satisfactory TPO report to the Coast Guard. 46 CFR 143.205 (a)
