The Cargo Authority Attachment to the COI indicated PV venting is required for all cargo tanks in accordance with the minimum requirements for 46 CFR Subchapter "O" cargoes. PV venting shall not relieve at a vacuum corresponding to a vacuum in the cargo space between 0.0 psia and -0.5 psia and must be in accordance with approved documentation by the Marine Safety Center. The vessel has PV venting for the cargo space at 1.0 psia and -0.1 psia. Prior to carriage of cargo requiring PV venting, the vessel must conform to Marine Safety Center standards.

Scantlings, material, and workmanship, subdivision of cargo spaces, fitting cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized Class Society. Vessel has multiple insets and hull damage located at the stern void (top side & internal) as well as damaged containment tray, port side cargo header, and #3 port cargo tank top puncture. Vessel is authorized one time discharge of cargo to sister barge at T&T Salvage Marine Pier in Galveston, TX. Discharge of cargo shall be conducted in accordance with the approved Lightering plan. Upon completion of cargo offload, vessel is authorized one time transit to Southwest Channelview Shipyard in Houston, TX. Transit to repair facility shall be completed in accordance with the approved Transit plan. All vessel movement shall be coordinated with the Houston Vessel Traffic Service, Houston Domestics Office, and MSU Texas City Domestic Office. 46 CFR 32.60-1(a)

Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with minimum of one remote shutdown station. The remote quick acting manual shall be installed on the engine so as to provide a quick and effective means of stopping engine. The port side prime mover failed to shutdown due to O-ring failure. Repairs must be satisfactory to attending Marine Inspector. 46 CFR 32.50-35
